CIDA support its programs in Nepal through community based development approaches thereby working with civil society groups in remote communities. The program builds the social capital required to ensure Nepal's rural poor have the capacity to plan and advocate for their own development. Through policy feedback mechanisms, CIDA's program helps institutions to better plan and implements policies as well as provided policy inputs to government at diffrent levels.


SAHAKARYA: "Working Together to Build Self-Reliant Communities in the Hills of Nepal"- Project

The goal of the SAHAKARYA is to contribute to the reduction of poverty in the hilly regions of Nepal by strengthening community based organizations (CBOs) through economic and social development. The project is being implemented in the Mid and Far Western Districts: Jumla, Dadeldhura, Baitadi, Surkhet, and Dailekh since 2003. CIDA is currently supporting the two different initiatives under the extended phase.

Linking SAHAKARYA Experiences with the Local Governance and Community Development Project (LGCDP): April 2010 - April 2012

SAHAKARYA follow up phase aims to support capacity building of supply and demand sides for the supply of and demand for public goods and services. This phase will apply the SAHAKARYA experiences of strengthening the capacity of specialised CBOs and local NGOs to deliver services to communities by supporting these groups to access resources, including funds and technical support, from local government. Facilitation of participatory planning and developing processes for fairly arbitrating competing demands is an essential element of the public service delivery capacity of local government and line agencies. The project activities are implemented in partnership with district based NGOs to deliver the expected results.

The Canadian Executing Agency is the Canadian Centre for International Studies and Cooperation (CECI), a Canadian NGO based in Montreal, Canada. Social Welfare Council (SWC) is the Government counterpart.

Agriculture-based Micro-Enterprise Development Project (MEDEP)

The project aims to reduce poverty through agro-based micro-enterprise development for poor and excluded groups in 18 districts of rural Nepal, representing areas in both west and eastern Nepal, as well as lowland and more mountainous areas. The project is developing entrepreneurship promoting 16 commodities/products in the project districts. The project aims to train 2,500 individuals (60% women, 30% Dalits, 40% indigenous nationalities, 60% youth aged 16-35) in entrepreneurship and technical skills, to create 1,500 new agro-based micro-entrepreneurs and scale up the production of 1,000 existing agro-based micro-entrepreneurs. This is a one-year, $1.2 million initiative.

Project districts: Siraha in eastern region; Rasuwa, Nuwakot, Ramechap, Dolakha, and Sindhuli in central region; Nawalparasi, Parbat, and Myagdi in western region; Dang, Dailekh, Salyan, Rukum, Rolpa, Jumla, and Kalikot in mid-western region; and Dadeldhura, and Baitadi in far-western development region.

The Expected Results of the project are as follows.
Intermediate/Medium-Term Outcomes:
Increased number of agro-based micro enterprises, being operated by members of socially excluded and marginalized groups, with a specific focus on female-operated enterprises.
Increased productivity of agro-based micro-entrepreneurs operated by men and women from marginalized groups, with a particular focus on women. More conducive and gender-equitable business environment for agro-based micro-entrepreneurs.

Immediate/Short-Term Outcomes:
Improved entrepreneurial skills of target population, particularly among women.
Increased access to financial services for target population, particularly for women.
Increased access to new technologies for target population, particularly for women.
Increased marketing skills and linkages of ME groups with other value-chain actors.
Increased capacity of women and men from targeted communities to advocate for improved agro-based marketing policy reforms.

Peace Building from Below - RRN : 2008- 2012

The Peace Building from Below (PBB) is a three year project implemented by the Rural Reconstruction Nepal (RRN), a national non-government and non-profit making organization. It is being implemented in 20 VDCs of Bhojpur and Sankhuwasabha districts of Eastern Development Region of Nepal. These two districts were highly affected by the Maoist conflict in the past and the possibility of potential new conflicts is also equally high in the districts. The overall goal of PBB is to contribute to sustainable peace building. The purpose are (a) to develop and promote circumstance based model(s) for community-based reconciliation that can be replicated nation-wide and (b) to strengthen and mobilize Community Based Peoples Organizations (CBPOs) for peace building and conflict transformation. While the project has been designed for enhancing Nepal´s peace building process at the local level, it will also assists the Government of Nepal to fulfil its commitment to bring tangible changes in the local governance and community development processes. The project contains four broad components: capacity strengthening of CBPOs, livelihoods improvements, reconciliation and reintegration, development of circumstance based reconciliation model(s), and project management. The total budget is CAD 3.05 million.

Local Governance and Community Develpoment Program(LGCDP):

The LGCDP is a national scale government program managed and executed by the Ministry of Local Government (MLD) for four years, effective from year 2008. The Program is financed by the GoN (USD 260.8 m) at the same time having a Joint Financing Agreement (JFA) with six Development Partners (USD 161.5 m), including CIDA in September 2009. The LGCDP has aimed to contribute to poverty reduction in Nepal through improved and more inclusive responsive and accountable local governance and participatory community-led development. The program ensures increased involvement and access of women, Dalits, Adibasi Janajatis, Muslims, Madhesis, disadvantaged groups in the local governance process and prioritizing the public goods and services. It has expected to contribute to the overall state-restructuring process by making the state at the local level more accountable to people in respect to allocation of discretionary fiscal resources, increased block grants and own-source revenues. The public finance aspects of local government will be integrated with community participation and community led initiatives to create state-citizen interface for nation building.

A high level government National Advisory Committee (NAC) has been established under the chair of MLD Secretary, consisting of Joint Secretaries and representatives of the relevant line agencies and DPs – will support overall coordination, policy advocacy and supervision of the program and make strategic recommendations concerning its implementation. Likewise, the LGCDP activities have been divided into six thematic groups with an objective to provide cross cutting reviews of the themes; support activities of the output areas; facilitate program approach of LGCDP and integration into MLD; improve quality of relevant outputs, and provide other relevant support to the themes. The six themes are: (i) citizen and community transformation; (ii) monitoring and evaluation and FRM (iii) capacity development (iv) fiscal decentralization and PFM; (v) decentralization policy reform and (vi) environment and disaster risk management, will be participated by both the GoN and DP representatives.
